It is not their stupidity so much as their hard headed small-town nature. It's a case of "I'm the boss and we're going to do this because I want to show them that I am powerful." The amount of money to be gained by the school system is paltry but we're dealing with ignorant people. Not necessarily stupid people though I too would like to label them as such.
