			<description>Walter, as usual, you aren't following the specifics of the situation. By State Law, the council is required to pass an ordinance &quot;rolling back&quot; or lowering the tax millage or rate. After that, the Council can pass a separate ordinance raising the newly lowered rate back up to a rate not to exceed what it was the year before. When you raise a tax rate from a lower one to a higher one, that's called a tax increase, even if it was lowered only five minutes before. If it was simply nothing more than a re-affirming of an approved tax rate applied to re-assessed property, the State would not mandate that first ordinance. The reason that the State mandates that rates be rolled back is so that the total property tax amount collected doesn't exceed what was collected the year before. They know that it is a tax increase and that the local Council should be held accountable for such an increase. By the way, I do believe that you enjoy paying taxes. I also think you would enjoy seeing everybody wearing grey jumpsuits and calling each other comrade while they report their progress to the collective. - craig spikes</description>
