When he/his administration fail to receive results required to "cover/bolster" his lies, they change the rules of the game-in this case the method of evaluation-to fit the particular issue under consideration. Typical of a second grader changing the math problem to one he knows...so the answer will be correct. Well, it doesn't work at the second grade level and it want work now.
