			<description>One simple change to the Louisiana tax code would be to change all Louisiana tax credits from a refundable to a non-refundable status.  Currently, nearly all of the tax credits granted are of a refundable status, i.e, the credit allows the filer to receive a refund greater than the amount of tax owed.  This is costing the state untold millions(estimates of up to $500 million dollars:  REF; THE ADVOCATE) in lost revenue because the state is paying out money that otherwise would go to the general fund.  Under a non-refundable credit, tax refunds would be limited to/could not exceed the amount of tax owed for the fiscal year filed.  Even the federal government does not allow refundable credits for the same credits offered by Louisiana.
