			<description>Can anyone explain why ULL has submitted a Commercial re-zone request for 1/2 of a parking lot for Commercial use on Brooke St? To my understanding, ULL is not required to submit such request because ULL is a state entity. 
This property that ULL has requested for Commercial use runs adjacent the side of Glenn McMurphree's property on 315 Brooke St. Both request where filed at the same time. 

Why would ULL do this if they are above local laws. 
Is this so Glenn McMurphree can have is property considered by the the City Council for a commerical re-zone because he can't file a variance because there is no commerical property next to his lot? 

Is this SPOT ZONING? 

This is crazy...I thought that ULL was all about protecting our local historic neighborhoods like Elmhurst Park not special interest like this. A commercial parking lot in a historic area of town! 

I'm trying to find out as much as I can because this is amazing and totally confusing.
