			<description>&quot;The Arts&quot; are perfectly capable of supporting themselves and should be. No one likes the idea of cutting programs or personnel, but ARC has enjoyed the ability to induge itself in whatever it wanted. The time for that has passed, for now, and in order to continue, the organization should call upon the largess of private donors. They're out there and they absolutely would contribute. Everyone has to work for every dollar they get. I personally agree with the arrangement worked out by the council. No one wants their neighborhood changed, but it happens. 			<description>LCG could dump Planning &amp; Zoning and use that money to fund cultural agencies.  After all, the Council doesn't listen to the recommendations of Planning &amp; Zoning, just ask the residents of Elmhurst Park.  So why not use Planning &amp; Zoning's funds to support the arts? - D Gillane</description>
