			<description>THE Daily's article fails to hit at any real particular solutions that are being offered up at this early stage.  If the Charter is amended with respect to redistricting....then what is it that needs doing?  Is it changing the date of the election for this one occassion, or permanently (such as switching elections to the spring of the evenly numbered years?)
Further in all the reading I've done, and in the number crunching I've done with the 2008 estimates, the City of Lafayette would still constitute about 55% of the total Parish population (now those numbers may turn out completely different in 2010) but 55% is what it takes to have 5 out of 9 council districts.  The solution is this....draw 5 council seats to include exclusive the boundaries of the city, and only include those unincorporated areas which are &quot;annexation islands&quot;.
Problem solved.  We won't have to worry about this again 'til 2020.
With respect to federally mandated racial minority representation, one solution which could overcome gerrymandered districting, would be too change from single member geographic constituencies we now have, and instead have multiple member geographic constituencies, or many more at-large seats.
Instead of voting for one candidate at one time only per your district, you'd be voting for your top ...(this part is adjustable to the local demographic situation) say 3-5 candidates.  If you wished to vote for a certain ethnicity, or someone who represented your political sensibilities, you would put that person as your first choice, then your next best candidate as 2nd, and then your pragmatic (I'm not throwing my vote away) candidate 3rd, and so forth.
When the votes are tallied up, first of all, at RUN-OFF time, no one will ever win a seat in a single member district on a plurality.  THERE WILL BE a 50%  winner.  In multi-member districts, those pooling their votes will result in minority candidates rising to the top.

That's how I best understand the system of Instant Run-Off Voting.

Sports judges do this all the time when judging certain sports.
Besides, if I was white in a black majority district or black in a white majority district, absent the transcending candidate, I'm never going to see someone of my ethnicity get elected, so why bother voting...or I could just move to where &quot;people are like me.&quot;

I think that's wrong.  We should have more reflective representation.
Maybe then we'd have more women on our council, and more people from a wider variety of professions in office.  I think we need that when it comes time to setting community priorities, for what's good for the citizens, the stakeholders of all issues in a community and not just any one vested interest group, who tends to be revered as experts or persons of esteem in town.
