With more people living outside of the City limits than within, the City's interests are no longer adequately protected. This shrinks government while still serving residents in and outside the city limits. This also prevents taxes from going across town, and lets different districts set rates for sales and property tax. Wouldn't competition benefit business and residents? If you want a road in your district repaired, or if you want a park built you could go to your precinct (which in theory is smaller) instead of the city and/or parish. Could this even work?
