I believe the bar owners should shoulder some of the cost and I also believe tax payers expect police presence and protection in all sectors of the city. I don't think the chief should be strong arming downtown business owners - especially in light of the large number of offenses that have occurred downtown, during the hours of extra "paid" police protection... Maybe if there was a record of, say, a year of paid police protection with lower crime statistics, the officers would have reason to expect more money. I've seen myself several officers standing around talking to one another rather than walking a beat in pairs maintaing a presence that would discourage criminals and crime, and I'm WAY too old to frequent the establishments.
