This is a power grab on behalf of this extreme Republican group and their "in house" flunkee to create a huge disparity in Republican vs Democratic districts. Elbert doesn't have a problem with that because he is a closet Republican. They hide behind the premise of redistributing black districts. But the way they have drawn these awkward sometimes 5 parish districts, creates these extremely conservative districts, making it impossible for a white democrat let alone a black to win anywhere outside of the 10 majority black districts. Of coure no one mentions that part.
