Finding qualified officers is a difficult task for any department but, it comes from applicant screening, mental tests and general knowledge. Occasionally there will be an officer that, "Slips through the cracks" and whose behavior is soon exposed. This is what the NMSP did, they exposed the BRPD for what has been happening for years and was covered up or forgotten. If we (NMSP) officers would have committed what the BRPD has been accused of, we would have been dismissed immediately.
