Since when do "cool" things need to make money. The "coolness" of the festivals/art "fluff" is that they are free to the masses. Yes, the New Orleans Jazz Fest is a wonderful thing, but by charging ticket prices that aren't cheap, its "coolness" is limiting. Lafayette should try to be "cool" to as many as possible.
