			<description>This is too late, but the disperant was banned from use by the Us government 30+ years ago.....the disperant sort of acts as an absorbent and settles on the sea bottom where the danger to marine life is a hundred-fold, than if the oil is allowed to reach the shoreline where it may be recovered.....
Everyone asks why was there no plan for an accident such as what has occurred on our waters. 
The Drilling Company drilling for an Operator has a contingency plan for these type of accidents.......The Operator also has a contingency plan for these type of accidents, its just that no-one took responsibility or the initiative to implement any plan, or plans, in a case such as this with the possibility of lost lives, the priority is to search the debris and the surrounding waters for survivors and or for those who perished in the blast and in the on-going fire.....this is a partial reason for the delay of a plan to contain the oil spill......
