			<description>Cell phones are not the problem. Its the people who are driving using a cell phone that is the problem. They are demonstrating they lack responsibility. I propose no fine . But, that they be given a warning for first offense. If their caught a second time . Their driver's license would be  suspended for 1 year. If they are caught a third time. Then their driving privileges would be REVOKED for a period of 10 years ! That would clear up the problem. It's time to get tough with stupidity ! - Plumpy</description>

			<description>I bet you will notice if the bill passes they will be exceptions to the rule.  Such as the police, politicians, etc.,etc., etc.  Tell me what makes is safer for a policeman to use the cell phone or police radio?   My God man have you ever had a conversation with a policeman  or a politician!!  I rest my case. - I Noticed</description>
