			<description>Sounds like Don has a good alternative proposal being hinted at:

One, we keep a Mayor-President of the City and Parish of Lafayette with consolidated administrative services.
Two, we create two separate councils, one making policy for the city and one making policy for the parish as a whole.

Where some pieces of policy overlap other means can be engaged to resolve disputes.

Not a perfect solution, let's just think about land use rules being different, even as the city grows into some parish areas with weaker standards.

Also what if Lafayette has a NON-Mayor again who's priorities are at least indifferent to, at worst, hostile to the City of Lafayette?
We really can't have that.
We must have whole sovereignty unto ourselves, not a hybrid.

Let's just do this right:
1.) FUlly Consolidate
2.) Deconsolidate
or
3.) remove the City-Parish President from being a position in government, replacing him with a hired manager employed by the council.
It works for many cities in the USA, it works for school boards.  It would be no less politically stable than any arrangement now via an elected officeholder.
Granted, the council's manager would still be subject to majority domination.
Maybe the candidate for hire could be approved by both councils.
