He needs to issue a very detailed explanation of why he refuses to disclose, why he refuses to pay the fine, and why he is continually in trouble with state government. In writing, posted on a website, for the public to see. What would happen to you if you didn't pay a traffic fine? What would happen if you didn't pay your property taxes? Why is he above the law? "According to Ethics Board documents, Bertrand is on the hook for $400 for failing to file a campaign finance disclosure report on time last year. He had until Nov. 5, 2009 to pay the late fee.
