			<description>Much of the states expense should be shouldered by the parishes. Services such as education, law enforcement, fire protection, road maintenance, improvement and expansion should be paid for by the parishes.  Such could be funded by realistic property taxes--not the Mickey Mouse system in effect.  Property taxes on a parish level, parish by parish, would allow the state greater financial latitude with respect to health, education and welfare mandated under the state constitution.   - RODEO CLOWN</description>
