The wording is all for Jindal - the oil spill commission report does not "suggest" that little oil was captured. The Governor's Office touted the number of 1000 barrels itself - 1000 out of 5 million spilled, for $220 million. That $220 million completed only 12.7 miles in 5 months (the Governor's Office numbers again) out of over 100 that Jindal was demanding permission to build. If the remaining BP dollars are applied to real restoration, that's for the good. But the idea that a sand wall could be built in time to hold back a spill this size for a coast this size was always magical thinking.
