But the area of the state that LOST population - North Louisiana - was protected, whereas the area of the state that GAINED population - South Louisiana - has to lose one of its Congressmen. The legislature needs to be slapped by DOJ to fix this. The earlier plan for the I-20 district, like the I-10 district is a must. All of CENLA plus some fringes should be the remainder. But then, just look at the Southeast. What a disaster.
