It would just require that local governments increase tax revenues to make up for the lack of funding from the state. A plan such as this would give the opportunity to de-centralize state government and allow local parish and municipal governments to be more independent of the vote-buying amongst legislators at the Capitol. State government could make the budgeting fall a good bit in line with the potential in lost revenues by getting out of the business of funding/matching local projects. This typically amounts to $2-3 Billion per year of the State budget. However, since the tab for this funding would fall on local governments, voters would need to be open-minded to local tax increases if they want infrastructure and current local services to remain the same and continue any further improvements.
