Anytime federal money or state money for that fact is invovled, the entire deal should be transparent to the public since it is Tax dollars that ultimately paid for this deal anyway. Id be interested to see who does the legal work for the developer and consultant and if those two groups are similar with all or most of the projects. You know what they say. Then "they" invested in the group & earned tons of money selling dorms back to the university. Everyone collected millions on those kinds of deals.
