The city has a $410 million budget, and the parish has a $13 million budget …”

If “the city and the parish’s finances are handled separately” then why aren’t there separate budget documents, hearings, and ordinances?

“All taxpayers have a voice at these hearings.”

Some taxpayers more than others, City-$410 million “voices” to Parish-$13 million “voices”, and City taxpayers also pay Parish taxes.  

The Council’s Budget recognize City voters as two taxpayers, yet we can only get recognized as one “voice” at Budget or Council meetings.

Separate budgets require separate “voices”.
