			<description>I think the governemt needs to stop being so diplomatic and acknowledge the obvious.  There is a reason these schools are failing and it isn't because of the teachers.  By sending these kids to &quot;passing&quot; schools will not fix the problem because these same kids will continue to fail.  These kids are raised by a community that has no regard for authority and looks at school as being unimportant.  These kids dropout of school to either make easy money by selling drugs, stealing, etc... or follow the tradition of getting on welfare. 

Why would these kids continue to go to school, earn an education and get a good paying job when they have learned to sit at home, collect welfare and never have to work a day in their life?  The welfare system needs to be almost completely done away with and then kids would be more inclined to go to schoo. - Captain Obvious</description>
