The high stakes testing has consequences for the school administrators and teachers, which is an incentive for these unscrupulous adults to monkey with the test answers. I would think this is especially obvious in the Calcasieu case. It would be unimaginable for 600 STUDENTS to cheat without some honest students turning them in. Ernie's not so off on Robideaux's fans, but I think he's way off on who the party will back in what cases. All you have to do is look at Vitter for that...
