Its poor people's only medical life line. When the system cheats the poor people, it cheats everyone! And abuse exists in every aspect of govt paid health care. I know a household where the "sitters" were paid for by Medicare & Medicaid. Two of them, from the same company, sat with two elderly ladies, in the same household. Did the company TRY to cosolidate & save taxpayer money? NO, they just laughed all the way to the bank! For a year this went on, till the eldest died. When you have two "sitters" in a household, that means someone somewhere was NOT getting the help they needed. PAYROLL shouldn't be the focus, the "main event" in govt subsidised health care.
