			<description>I certainly admire Mr. Labranche's courage to suggest something like this.  I can't feel very optimistic about it happening though.  What seems like would be a major win for the the state and the country will not be a simple matter of passing legislation.  Too many greedy folks have their paws in the poppy business.  We spend huge amounts of federal tax dollars on military force to control opium production in Afghanistan, while they tell us its about terrorism.  
Lots of military contractors stand to lose tons of money if this happens, and they wont be at all happy about it.  In fact, they'll do whatever is needed to make sure this doesn't happen.  I expect this story to just go away and be forgotten.  If this actually happened I'd be shocked. - Chad Dore</description>
