			<description>Just because the TOPS system may not be broken-at least in the eyes of the &quot;Jingle&quot; administration--does not mean the system is not in need of &quot;tweeking&quot; or improvement.  Apparently, the $300 million dollar budget cuts to higher education since 2008 would also fall under the Jindle administration's defintion of &quot;if it ain't broke/don't fix it&quot;.  

Heck Bobby, if these systems aren't broke and bleeding, I don't know what is.

			<description>The TOPS system is to broad and needs &quot;tightening&quot; with respect to the basic requirements for eligibility.  I was suprised to discover, that TOPS would pay for students chosing to attend for profit schools, ex, Delta, University of Phoenix, including cosmetology schools.  This is flat, outright ridiculous.  TOPS funds should be restricted: A.to only Louisiana public universities--excluding for profit universities entirely; B.TOPS funds should be restricted to only those high school graduates with a 3.25 GPA and with a minimum score of not less than 20 on the SAT--not the 2.50 GPA.   - GREGORY  FOREMAN</description>
