Busted: Busted in Acadiana

How a ’net nerd in Lafayette turned an insipid business model into a public-shame machine, then ducked back into his cyber cave when the heat was on.

Acadiana’s most popular fan page is gone. Busted in Acadiana, the Facebook page and website that published and archived mug shots from area law enforcement agencies for the public’s viewing and tormenting pleasure, was shut down Sept. 9. Or was it?

When it began less than six months ago, Busted in Acadiana was no different than the services already provided by the Lafayette Parish Sheriff’s Office website or The Daily Advertiser. Using public records already available online, any website can pool mug shots to a central location. The digital mugs available on the sheriff’s office website are proprietary to the agency and should not be taken without permission, says Assistant District Attorney Danny Landry, but the mug shots are public record.

Neither the sheriff’s office’s online system nor the daily’s web galleries can claim the phenomenon that became Busted in Acadiana, whose rapid rise to fame came primarily as the enabler of often shameless comments against Acadiana’s accused. What started as a hub where those arrested earned nicknames like “crackhead barbie” and “java the hut” soon evolved into a multitude of media platforms — press releases from law enforcement agencies, links to crime stories from daily news outlets, polls gauging public opinion on hot-button issues. The mug shot mecca with a following of almost 45,000 “fans” was even threaded with occasional strands of advocacy, a voice from BIA urging followers to join the crusade against crime.

What Busted in Acadiana’s mastermind tried unsuccessfully to conceal is an unoriginal business model, a quest for profit born of an industry of mug shot websites emerging nationwide. “Busted team” emails obtained by The Independent confirm that the profiteer behind the local mug shot market wasted no time in trying to capitalize on his growing base of followers.

But Acadiana’s introduction to the mug shot market was like no other in the country, and a look at Busted’s rise and fall unearths a twisted path to its own demise. With anonymity on its side, the “Busted team” went far beyond the realm of profiting from public records, often blurring the fine lines between enterprise, extortion, activism and assault.

BUILDING THE BRAND
Self-branded “the most popular website in Acadiana,” Busted In Acadiana envisioned “a single source location to view arrest information and crimes being committed in our area.”

“I felt this would be something special for the community and help bring a level of awareness of crime in our neighborhoods,” the BIA administrator says in his final farewell.

Fans of the page lauded it as a community service, though not all of the 40,000-plus followers were Busted supporters. Facebook users must “like” the page in order to leave a comment. Detractors of BIA’s mission, those who disagreed with the level of ridicule taking place, were publicly denounced for defending criminals before being banned from the site. Mug shots that garnered the most comments were recirculated through Facebook news feeds to draw more hecklers to the page.

It’s no surprise that a large bloc of BIA critics came directly from its extensive collection of mug shots, arrestees who went online to find their image pictured above hundreds of comments from strangers taunting their physical appearance or character. And if they were brave enough to defend themselves, Busted and its followers upped the ante by posting personal information for the thousands of fans to read.

For Sasha Vicknair, a mug shot and a little boost from Busted administrators were all it took for the 23-year-old cosmetology student to reach celebrity status. When her image appeared on BIA following a July arrest for theft and insurance fraud, Vicknair’s photo received more comments than any other mug shot ever posted in Busted’s short history. Unlike her picture, they weren’t pretty.

Among those comments were numerous statements from a Busted in Acadiana page administrator informing the public of a prior arrest that wasn’t available on Busted’s page, then discrediting Vicknair’s own self-defense by telling the world that she dropped out of business school.

Busted in Acadiana reposted Vicknair’s mug shot for weeks, over and over, repeatedly bringing Vicknair’s face to the news feeds of 45,000 people.  Baton Rouge website tigerdroppings.com picked up the comment threads and reposted them on the site.

“When you get arrested, your business becomes our business!” BIA says in its Facebook page tagline.

Vicknair experienced the fallout from the catchy motto firsthand, though more than 100 other Acadiana mugs destined for public humiliation were spared. In Busted’s world, privacy came at a cost.

THE BUSINESS OF BUSTED
According to BIA email correspondence obtained by The Independent, the local Busted entrepreneur began charging $39 for mug shot removal on April 25. On June 1, the price was upped to $49, and by July 1 the cost to delete a mug shot from Busted In Acadiana was $99.

A BIA financial spreadsheet sent to KA Marketing’s Kyle Ritter of Portland, Ore., details 102 mug shot removals from April 25 through July 7. In a little more than two months, BIA was paid roughly $4,600 through removals and declining to post mugs of people who paid before the damage was done.

Ritter, also known as Mug Shot Barry, owns a network of 35 mug shot websites, a mug monopoly that began last year when he was searching local law enforcement websites for booking photos of a friend. The sites were designed to be purely public data-driven and profit solely from advertising, but when Ritter was flooded with requests to remove mug shots for a price, he enabled an automatic removal system that charged $40 per mug.

The removal systems have since been disabled because of negative public response, Ritter says, and his sites are back to an advertising model meant to bring high levels of traffic to the data-only websites.

Unlike Ritter’s sites, Busted’s mug shot removal income wasn’t directly linked to BIA. If someone requested a removal, the Busted team explained that “unfortunately, the only way we are able to remove mug shots from our network of sites is using a third party online reputation management firm.”

Arrestees were given three tiers of third-party “reputation firms” from which to choose. Reputation management firms have forged a complex relationship with mug shot websites, though Ritter points out that there’s a “distinct difference” between a bona fide reputation management firm and a company that scrubs mug shots.

“Reputation management firms do all kinds of things,” Ritter says. “They help their clients build up their social network profiles, assist with pushing down negative feedback in Yelp, damaging news articles, things like that. Sites like removeslander are more of a specialized sub-niche of the reputation management industry — the focus is on mugshots. They have their work cut out for them. New mugshot sites are popping up every day. I don’t know what the relationships are between other mugshot sites and removeslander. We ourselves have only directly dealt with a ‘reputation management’ company in an advertiser/publisher relationship,” Ritter continues. “We have no ownership or interest in said company.”

According to Busted’s mug removal policy, the cheapest option was deletemymug.com, which charged $99 to ensure the photo wouldn’t appear on any of Busted’s affiliations. The other two, removemymug.com and removeslander.com, charged $299 and $399, respectively, which also guaranteed that the mugs wouldn’t appear in Google searches. What Busted failed to disclose is that deletemymug.com is one of four websites linked to Busted in Acadiana. When someone paid the $99 removal fee, the PayPal receipt listed Busted in Acadiana as the recipient of payment.

It’s unclear whether Busted’s Facebook page had additional sources of revenue, though a July email BIA sent to Ritter does point to the company’s drive for expansion. When BIA first contacted Ritter in April, the “Busted team” touted more than 8,000 fans on a page that “took off overnight.”

“One bondsman wants to shift his entire online advertising exclusively to BIA from the local media sites,” BIA writes in the July email. “Facebook does prohibit selling advertising to third parties because it interferes with their ability to sell advertising however, they can’t prohibit a bails bondsman for co-sponsoring a site and you getting paid for it!”

Further correspondence between BIA and Ritter led to negotiations for Ritter to buy the Busted empire’s “assets,” the most impressive of which were the more than 40,000 fans on Facebook.

With an income based on automatic feeds that don’t require much, if any, manpower, Ritter was curious as to why BIA was ready to sell.

When Ritter inquired, BIA emphasized “a close relationship with law enforcement.”

As the bargaining for the Busted business continued, the market savvy Ritter had already purchased a domain name, LafayetteMugShots.com, a precursor to his own dive into the Lafayette region.

“Had the deal been completed we would have turned off commenting and diverted all of that traffic to lafayettemugshots.com,” Ritter says. “That was our sole interest. We tried allowing commenting on our sites for a few days and it was an utter disaster. People were posting pictures of inmate’s children, phone numbers, home addresses, spouses names, all kinds of terrible things. Racist comments were rampant. It was awful.”

The dealbreaker for Ritter came when the Busted in Acadiana owner refused to release his name to Ritter’s attorney.

“If I have to reveal my identity to anyone, the deal is dead,” the BIA operator says in the email to Ritter.

For months, Ritter was known only as Mug Shot Barry and wouldn’t confirm his own identity until Willamette Week, a Portland alternative weekly newspaper, published a story on his business and aggressively pursued his name.

“I don’t really conceal my identity for my sake. I didn’t want friends, family and other folks who have no affiliation with the company to be harassed,” Ritter says.

No stranger to the desire for anonymity, Ritter respected BIA’s request, but “someone’s name has to be on the legal dotted line to make it a binding agreement.”

“In retrospect, I’m damn glad the deal fell through,” Ritter says. “There is something sinister going on there.”

CROSSING THE LINE
When Busted in Acadiana announced to its followers that the page was shutting down Sept. 9, its creator claimed personal threats made to him and his family as the reason for backing down.

“These pages call me a ‘scumbag’ who extorts money from people and also allege that if you were found innocent that your mug shot would not be removed from BIA,” says the BIA administrator when defending his empire in his final statement. “These are only accusations and malicious at that. Plenty falsely accused or innocent people have been removed from BIA.”

And he’s right. Innocent people’s images have disappeared from the page. At least one man arrested July 5 for unauthorized use of an access card eventually was removed from BIA’s radar. Though arrests are public record, for this story The Independent chose not to identify the man initially accused of unauthorized use of an access card because his arrest was a misunderstanding and he was released within minutes of being taken to jail. He was never charged with a crime, but like countless others, his mug shot landed on the BIA pages for 45,000 people to see.

When his wife emailed Busted in Acadiana to explain what happened and request that her husband’s mug shot be removed, Busted in Acadiana began flooding her inbox with messages. The Busted page administrator then proceeded to publish the email she sent to Busted in its entirety, including her name, place of employment, email address and work phone number.

One of BIA’s faithful fans urged other followers to call her at work. The Busted in Acadiana page owner acknowledged on his site that he contacted her company’s IT department. She lost her job.


BIA kept its word and eventually took down her husband’s photo.

BIA EXPOSED
The virtual scene unfolding over Busted’s few months in existence was “downright despicable,” says one UL Lafayette student, so disturbing that the 2003 St. Thomas More graduate and former military officer spent two months on a fact-finding mission in an effort to expose BIA’s identity. He requested that his name not be published.

“One day I saw BIA had posted a kid’s information and his girlfriend’s picture just for the sake of harassment,” the UL student says. “The kid simply said that he thought Busted In Acadiana was distasteful and that he disagreed with it. The BIA admin started posting information off of the kid’s facebook page, such as his address and work info, and then encouraged people to call him and harass him. Then the BIA admin went to the kid’s girlfriend’s page and took her profile picture and posted it on BIA. That is when I was determined to be very outspoken against BIA. My goal was originally to expose the identity of the admin of BIA if at all possible.”

On Sept. 4, hours before BIA announced that it was going out of business, a YouTube video was posted on a Facebook page created for Busted’s nonbelievers. A home-made video of three men dancing appeared. After months of hiding behind a computer screen, Busted in Acadiana’s creator and key administrator was exposed.

Busted in Acadiana is Christopher Hebert, the unemployed husband of Lafayette Police officer Amanda Hebert.

Christopher Hebert, through his personal Facebook page that has since been unpublished, denied his involvement in BIA in a comment posted under the YouTube video. The video was erased from YouTube minutes after its appearance on Facebook.

The statement announcing BIA’s final chapter started with an anecdote about the page creator’s lifelong dream of owning his own business. The same day Busted posted the statement, Christopher Hebert published a personal message on his Facebook page, thanking his family and friends for their support.

“I am sorry if I have disappointed any of you by pursuing my dreams,” he says. “Unfortunately when my family becomes threatened, I must set aside my dreams.”

The first time The Independent heard Christopher Hebert’s name linked to BIA was through an anonymous email sent July 25 to the paper’s general news inbox, This e-mail address is being protected from spambots. You need JavaScript enabled to view it . The email tipster identified Christopher Hebert as the man behind BIA and offered glimpses of Hebert’s employment past and spousal ties to law enforcement, all of which we were later able to confirm.

A search done by the UL student reveals four websites with identical Web hosting from a California company, TierraNet. The first three, bustedinacadiana.com, wantedinacadiana.com and deletemymug.com, use the same domain protection service to protect the identity of website owners. The fourth site that came from the California company is gotchamug.com. The registrant for the site is Christopher Hebert. His email address is listed as This e-mail address is being protected from spambots. You need JavaScript enabled to view it .

Two other Lafayette residents who know Christopher Hebert personally have confirmed his identity to The Independent, but only on the condition of anonymity. When Busted in Acadiana sent its first email to Ritter in Portland inquiring about his business model, it was signed “Chris.”

“We found out everything we needed to know by finding every mistake Chris made when trying to remain anonymous,” says the UL student who did his Hebert homework. “It was very easy to do. All information obtained was done so through public record. Public record is what Chris Hebert clung to in order to justify why what he was doing was OK. It was because he was ‘simply using public record’ to extort people, that’s why I wanted to show him how public record can be used effectively against someone.”

Lafayette Police Cpl. Paul Mouton says the department has received information regarding Busted in Acadiana’s possible ties to law enforcement. The department has looked into those allegations, Mouton says, noting he can’t confirm the officer named in the complaints because it’s a personnel matter.

Amanda Hebert’s position with the police department has raised numerous questions over whether Christopher Hebert used his wife’s work computer or police clearance to further his business. Though most criminal information is public record, Busted often posted the arrest records of argumentative commenters on his page within minutes. Mouton says he cannot discuss a specific employee’s access levels or whether Amanda Hebert was able to bring her work computer home. But Amanda Hebert has only been employed with LPD since January, Mouton says, and the first three months are spent in the academy and training, both of which prohibit officers from accessing records. Typically, he says, the next three months of field training are done with supervision from a field training officer. The investigation is ongoing, Mouton says, and so far there has been no evidence of wrongdoing.

“We want to make sure no one is accessing or releasing information that’s not authorized,” Mouton says. “The info they have access to, at some point or time does become public record, but there’s only a limited number of people in the agency who can release information. Everything our employees do on our computers is documented.”

On several occasions, Busted in Acadiana urged its followers to come forward with information on the “Wanted” list, those with warrants out for their arrest. Busted frequenter “Victor Fontenot” was one of the most outspoken defenders of BIA, often mentioning his role as a law enforcement officer. On at least one occasion, Fontenot told two Busted fans that he works undercover for the department. Mouton says there is no one on staff named Victor Fontenot.

“What is your husband’s name?” Fontenot says in one thread. “I believe I have arrested him before and he has a warrant in Lafayette Parish.”

“Just wait till you see what the girls dug up,” Victor Fontenot says to another woman on Busted’s page. “You rubbed many people the wrong way in your lifetime.”

Victor Fontenot is widely believed to be an alias of Christopher Hebert.

BIA LIVES ON
Two days before BIA was gone, its page began posting links to Ritter’s website LafayetteMugShots.com. The site is owned by Ritter’s marketing company and has no affiliation with Busted in Acadiana.

The same day, a Lafayette Mug Shots Facebook page appeared, complete with Ritter’s website logo and a daily dose of mugs and comments from fans. Ritter was unaware the page existed. Busted in Acadiana repeatedly denied any involvement with the new Facebook mug shot page when Ritter inquired, but Ritter knew better. Using a clever trap that coerced the Lafayette Mug Shots operator to click on Ritter’s website, he was able to track the IP address that clicked the private link. The IP address is the same as the emails sent from Busted in Acadiana.

That same IP address is listed on The Independent’s server with three comments posted to our website. The first was under a June 28 blog about Busted in Acadiana. The second was tied to “A Black Heart of Revenge,” our rebuttal to developer Glenn Stewart’s attack against Ind Co-Publisher Cherry Fisher May after the newspaper published a story about exploiting the state’s agricultural loophole to avoid paying property taxes. Busted in Acadiana heavily criticized The Independent during the Stewart saga and highly publicized the ordeal on its page, at one time publishing a photo album chronicling Stewart’s battles with The Ind.

The third comment is tied to a story The Independent posted online about City-Parish Councilman Brandon Shelvin’s back to school fundraiser. The same day, Busted in Acadiana also posted the story on its page.

Busted was on The Independent’s radar for weeks before the Stewart drama unfolded, starting with the June 28 blog and continuing when the paper received numerous tips about BIA’s payment system and Hebert’s marriage to a police officer.

Lafayette Mug Shots’ Facebook page removed Ritter’s website logo from the page the same day Ritter contacted Busted, despite denying any involvement. A day before that, Lafayette Mug shots had reposted the mug shot of “busted beauty” Sasha Vicknair, referring to it as one of the site’s most popular mugs.
“Unfortunately this is a business where few can be trusted... We still have 45,000 fans on BIA,” Busted says in an email to Ritter on Sept. 17. “The site is only unpublished at the moment. I will re-publish the site when the time is right. Let’s just say you haven’t heard the last of us!”
Reached by phone, Hebert adamantly denies any involvement with Busted in Acadiana.

“You print whatever you feel like you have to print, but you better make damn sure you know what you’re doing,” Hebert says.

Before I even read the article, I am SO glad this web site is over & its owner can enjoy a little of what he has caused. I hated this BIA the first time I saw it reposted in FB. I hate that the newspaper publishes the names of arestees. I have never been arrested, nor has any of my close family. I would find it devastating and I would hate any pics being posted. I read some of the comments & they were mean, threatening, disgusting and none of those people had been convicted! I absolutely hope some civil litigation takes place & the award or settlement will ensure BIA never rears its ugly head again. I think this person must be like an animal abuser or a vandalizer type personality to take so much glee in another person's downfall. And then there's the money.....

I was a fan of BIA and while I didn’t agree with the all the comments, it did provide a public service. As a victim of a violent crime, I reached out to The Independent via email as well as other media outlets to share how BIA helped to locate and apprehend the suspect responsible for altering the course of my life. As suspected, The Independent won’t publish that because you all obviously support criminals more than you support victims or people trying to make a difference in the community.

First of all, reading this article was a bunch of BS! I even read the photo caption repeatedly to gain some understanding and even it didn't make sense. With that being said, there's no way the owner or third party administrators can claim good intentions on this in word with bad intentions in deed. Face it, you wrote a check that your messy selves couldn't cash; and to add insult to injury, you have the nerve to try and downplay the fact that you extorted a lot of people. If you can dish out a lashing, you should be able to take it as well. It's apparent that you can't!

BIA did do a public service. It got out of hand but that is the fault of the commenters. The best way tp stay off of BIA or any page like it is to not get arrested. I have successful done that for my whole life. Lots of people have. It's not that hard to not get arrested.

BIA provides the same service as the Lafayette JADES system. All of the information they share is available to the public through the sherriffs department website. BIA is a place for people with low self esteem to congregate and ridicule those less fortunate, whether it be in their morals or in the amenities. Please do not say that this site was of public service, it provided already accessible information and gave people the option to be ruthless and hateful. That is no service to our community. Everyone who participated in Busted in Acadiana is no better than the criminals they were commenting on.

I wonder how much time has been spent researching this piece of craps involvement with co-sponsoring fundraisers and non-profit events? If he was extorting money from the general public, why wouldn't he be scamming money from cancer patients? The bigger picture here is that this was never intended to be a public service. It was a lazy man who couldn't get a job in the public sector so he himself became a criminal to make a buck. A modern day scam artist.

If he is not charged with a crime and held accountable he should at least have to undergo a mental evaluation. Should someone like that be fit to raise a child?

BIA was the messiest, most childish site I had EVER been on!! The staff ridiculed and humiliated ppl unnecessarily!! If ppl really wanted to know who was arrested...the Lafayette sheriffs office provides that info on it's website...in my opinion, he post pics to demean ppl with the desire to get money...he is a devil in human form- God is not the author of confusion and two! Money is the root of all evil...

Good article. I never "Liked" the site because I've been on enough websites to know that a dissenting opinion would not be tolerated on the page since the page itself was one of great intolerance. Why wouldn't the admin ban those he's already defined as supporters of criminals? I felt bad for those whose misfortune was capitalized upon and think they deserve justice. I don't feel for those who were rightly accused, arrested, and convicted but this is the purpose of a Court of Law not the court of public ridicule and opinion. Morons abound.

The "Other" Side of BIA, a REAL Victims Perspective...
While it is clear that Busted In Acadiana has done more than raise a few eyebrows in the past few months, BIA's behind the scenes actions are what we should really be talking about! To the surprise of those who have accused BIA of extortion and slander, among other things, my experience with the TRUE BIA portrays somewhat of a different story.
My journey with BIA began with a desperate email request that I sent to BIA in mid-July. Unlike many who email BIA out of desperation and embarrassment, and pleas filled with fear, begging for the removal of their or their loved one's mug to be removed from the site, my reason for contacting BIA was out of desperation, but for a very different reason.
The morning I pressed the send button I was lying in my bed nervously awaiting the arrival of the sun rise. For this was the day that justice was supposed to be served. I had been waiting for this day for over two years... In May of 2009 my life changed in an instant, it had turned into a nightmare that I continue living in today. Needless to say, three men were charged with various crimes including aggravated rape, aggravated burglary, and home invasion. The lives of me and my family would never be the same and this day in July was supposed to be the beginning of the end of my nightmare.
Little did I know that my day had not come. That July day one of the defendants did not show up for the trial I had been eagerly waiting for since May of 2009. I was sent home from the court house once again, this time without a clue when or if my nightmare would ever end.
When BIA caught wind of this, they were the first to report to our community. BIA became my voice and fought for me when I could not. BIA spent weeks posting mugs of this fugitive, encouraging people to call crime stoppers, and begging for tips. The fugitive’s friends and family members began to post comments on the BIA page. BIA was not going to stop until this criminal was found!
BIA was the first to contact me when this fugitive was found!!!!
I truly believe that BIA played an instrumental role in finding the fugitive that had done so much harm to me and our community. I understand that nobody wants their mug shots to be displayed to the entire community, and that people do make mistakes, but before you "knock" BIA, put yourself in my shoes. BIA was there for me in my most desperate times. I can't fully explain how much BIA did to help me but I would hope for all of the "well-doers" in Acadiana that if they were ever in my position they would receive the "gifts" that BIA gave to me!

Please post my comment! I tried to post it earlier and it still has not shown up! The only reason I have to remain anonymous is because the trial has still not happened, otherwise I would be happy to share my identity and intend to do so when I am able to. The Ind wrote about this situation in the "pas bon" column back on July 27, 2011!!!

I know Chris Hebert well...back from the days of AOL. And the crap he pulled with having people lose their jobs and digging in people's lives only too humiliate them sounds EXACTLY like him. He gets off on hurting people & humiliating them...there is NOTHING low enough for him. This is what he's done for so many years, its about time it is publicly noticed. Everyone knows it is you and even if they didn't at first, your IP is traceable through the comments in this case you genius. Instead of wasting time doing all of this, you should be writing that formal apology letter I mentioned weeks ago. I don't understand why you can't grasp that you messed up and the adult thing to do would be to admit it and make way to making amends. Anonymous Victim, (if you are in fact a REAL victim) I would like to inform you that for the most part the only reason BIA constantly posted the fugitive's mugshot and begged for tips was of course, because something was in it for them! If they were able to obtain information that led to the capture of the fugitive then there was a reward. I only have knowledge of this due to the BIA admin begging a few of my family members (behind the famous alias pages) for personal information on a family member who had a warrant out and was on the run. They promised them a reward. My family members never received anything.

I was a fan of BIA since the beginning. I made fun of many mugshots. I did it in good humor. If you can't take a joke, I truly feel sorry for you. On the other hand, I don't think it was OK for Chris to create a mugshot page to charge people money to remove their mugshots. That's not right. But I have no sympathy for people who commit crimes. They are not "less fortunate". They are criminals and know that they are breaking the law when they commit the crime. It blows my mind that some of you actually defend criminals! Would you justify their actions if they commited the crime against you? Are you as sympathetic towards someone if they rape or rob you? What if your family member was murdered? Would you call the murderer "less fortunate"? Ae all have a choice in this country to live an honest life and work hard, or to be a criminal. If someone chooses a life of crime, it's their fault. They choose it. Nobody forces anyone to be a criminal. Quit enabling them to keep doing it! What about KATC's Facebook page? People make degrading and rude comments on there too. Are the ones against making rude comments on BIA going after KATC too? I don't think so...

Many whose mugs were posted to BIA are not/were not criminals. They were falsely accused or were later found not guilty or were exonerated and the charges were dropped. They simply had the misfortune of being arrested. Arrested does not necessarily mean guilty.

I can not tell you what happened in your situation but I can assure you that in the case of my situation BIA had no alterior motives. BIA spent hours upon hours to help capture the fugitive that I am talking about, and never asked for any reward. As a matter a fact BIA encouraged followers with information to cal 232-tips to get crime stoppers $. It seems to me that you and your family's character should be the one in question! Shame on you and yours! The community that I want my family to live in does not consist of those who harbor fugitives, and better yet those who then turn them in only in hopes of rewards!!!

Anyone interested in questioning the validity of my claims is welcome to show up at the Lafayette Parish Courthouse on December 5th to decide for themselves who the REAL victim is!!!

If BIA did anything good ever, then it was in your case. However you can't look at one instance to decide the true character of someone or something- you have to look at the entirety of his record. In this case I'm sorry to say that the bad BIA did outweighed the good by a vast majority. Second, if you are speaking of BIA's "capacity of doing good", then you must also consider its "capacity of doing bad". BIA was much more a destructive force than one for good- in both action and capacity. There is simply no way to justify BIA as a benevolent entity. Even on it's best day it was still extorting money from people.

Holy hell I cannot like this article enough. I hated BIA, and I was an outspoken critic of it, what happened, I got reported to Facebook. How's that for being fair and equal like Hebert liked to claim. This guy liked to think he was some kind of white knight for good, but in reality he was a scumbag.

He was not "keeping communities and families safe." He was running a public shaming post. Any good that came from it, as in finding fugitives, was purely for him to further his own personal agenda, and was far outweighed by the scummy stuff he did.

I'm not a fan of frivolous lawsuits, but now that his name's out, I hope one of his "victims" sues the shit out of his unemployed ass.

I am so glad this site is down. A very close friend of mine was wrongly arrested and his picture went up for everyone to see! He suffered horrible comments AND this was seen by his work place!!!!! He had done nothing wrong and everything was cleared up, but there his picture remained for weeks!!! This guy behind this site needs to be sued and get a taste of what he dished out!

Wow, great read! You did an excellent job in uncovering the antics of BIA. I had a family member on there one time, who eventually was found innocent, and they tore her to pieces. The admin joined in on the fun and posted her mugshot over and over. Several "fake" pages commented about her saying things that were outright malicious and untrue. Don't get me wrong, I am all about public record, BUT, no one should be harassed or continually humiliated because of a mistake in their life! I'm sure this man will come back with some sort of revenge, that seems to be how he operates, but at least someone finally spoke out against him and stood up for what is right! Thanks Independent!

I don't know who I distrust more, The Ind for doing a sloppy job of reporting or BIA for actually doing the alleged "misdeads". Eitherway, I didn't care for the commenting on the site. It rememinded me of Jerry Springer...only 2011. I however did like the mugs and some of the background stuff they did. I would like to see the site back but without all the drama.

I think it had even more potential. Here are my thgouths...


1. To the Ind...you give me some pretty hard acusations and put the info out there for me but do you have "proof"? Do you have proof that Ms. Hebert did anything wrong? Do you know the Mr. Hebert actually owns BIA?

You depend a lot on "annonymous tips" for your story. Do you think these people will back you in court. Your story is very biased in your "net nerd" name calling, etc. I went to ULL in broadcasting/media/journalism. This is a poor example. A writer should never be emotionally invovled in an article. Just state the facts please!
2. It seems that what has upset a lot of people is the "secrecy" behind it all. Yet this whole story is based on "anonymous" facts.
3. You talk about his business model like it's the devil. I have heard of this being done. I am not sure if you dislike that he actually did it or that he owned both companies? Can you clarify? BIA also amassed 40,000 plus fans in less than 6 months. I don't think the news channels have that many fans. Someone was getting someone's attention.
4. Again, personally, I didn't care the carrying on and commenting on the site. But seriously, how could anyone take what was said seriously. It was all gossip except for the fact that people (innocent and guilty) got booked. The papers do the same thing. If you are arrested, you get published and people gossip. It is Facebook...didn't someone report them? And if they did, why was the page left up?

I, too, knew Chris from the good ole AOL days. this man was a psycho who preyed on females of all ages. he befriended them, got them to trust him, the put all of their personal business (and revealing photographs) all over the net. Dont get me wrong, if you sends pics like that, they will bite you in the butt eventually, but this man made it his goal in life to tuant, humiliate, threaten and blackmail others. He was a cowardly bully and his choice of weapon was the internet. I always thought it funy, yet so typical of Chris, to run a website dedicated to humiliating and stirring the pot..yet he neglected to post his own mugshot from a few years back..let's see..was it the time he issued all of the worthless checks...or maybe the time he was busted for Workers' Comp fraud? oh...maybe it was the assault charge? not sure, there were several to choose from, he certainly could have posted one on his website. Oh well, what goes around certainly does come around and this won't be the last of "Chrissy" Hebert (there's another hint for you all as to what he likes to do in his spare time)he will continue getting jobs by lying about his education..the getting fired when his lies catch up with him. he's like a diseased CAT (there's a clue for you Chrissy) he just keeps landing on his feet!

Dear "Just my 2 cents", when did you attend ULL Journalism/Broadcasting program? Did you complete it? Did you ever learn about investigating reporting? Did you ever work in the field?
I am very happy to think that Lafayette has some real reporting going on. We have for so very long not had a choice in what we read, only choice has been to read or not read the local publications. Now, we actually have a publication that gives all sides of a situation.
I think it took a lot of guts on the part of the Independent, it's publishers, editors and its great reporting staff to want to report more than what showed up on the surface and took the time to get the info. Anyone can report what everyone already knows. It takes some true dedication to let us know about things that are not already public knowledge. Thank you for that! I like the fact that The Independent kept some of their sources confidential. These people have been hurt enough.
I would also like to say I LOVE the new paper. Looks great and is very professionally put together.
When our constitution gave us the right to freedom of speech, of course, they were not capable of seeing what was going to happen with the internet. Yes, even on the internet, we have freedom of speech, but no where did they give us the right to maliciously harm other people. There is still something called conscience and common sense when it comes to our society and I think BIA had neither conscience or common sense.
Unfortunately, this is a reflection on all of us and our tolerance for bad behavior.

The one where he was heavily intoxicated then DROVE home??? Hmmmm...Hello Mr. hypocrit! This is not the only time I have seen him out and about in Lafayette drinking and driving. Why do you ask the question "did you really graduate from ULL? Did you ever work in the field?" I stated I am a ULL graduate didn't I. I said I graduated in broadcasting didn't I. I graduated in '94. And while "journalism" wasn't my major, I did have classes in it. And yes, I did work in the field for a short time. I got out of it to teach and be a "net nerd" :0 (this is a sarcasam if you didn't get it).

You talk about feedoms but yet you basically did what you say BIA did to others...attack them. Hence, you become what you fight against. Everyone that disagrees with you is wrong or close minded. or wrong, blah blah blah. Personally I don't have issue with any posts on this article or anyone on here. I never questioned anyone. All I asked for was harder evidence. There are some compelling conslusions drawn but nothing is confirmed other than for say an IP address. And again, with the policies on Facebook, why was the site left up. What did Facebook have to say?

Thanks for your input. Sorry it took so long to respond to your issues with the story. Sloppy reporting is much more time consuming than you'd imagine.

-You say you liked some of the "background stuff" BIA did in addition to mug shots. I'm not sure if I understand your statement correctly, but I am taking from it that you enjoyed reading the extra tid bits about people that BIA and others contributed under mug shots. Using the public records argument, if someone calls the police department and requests info on someone's arrest, PD will not release the number of children an arrestee has, or where the children go to school, or whether the person arrested has a sexually transmitted disease, or a work phone number, or his mother's place of employment, or anything else along those lines. Why? Because it's not public record, and anyone who releases info of that nature would be breaking the law.

1. We have no valid confirmation that Amanda Hebert did anything wrong, which is why we never made that statement in the article.
"Lafayette Police Cpl. Paul Mouton says the department has received information regarding Busted in Acadiana’s possible ties to law enforcement. The department has looked into those allegations … The investigation is ongoing, Mouton says, and so far there has been no evidence of wrongdoing."
-As for Christopher Hebert, I think the evidence we outlined tying Christopher Hebert to Busted in Acadiana speaks for itself. If it doesn't satisfy your doubts, we'll have to agree to disagree on The Ind's confidence in his identity.
-When a news organization decides to respect a source's request for anonymity, there are several factors that go into this decision. I'm sorry to hear you "distrust" them because they are not named, but I can assure you we would never put someone's name and picture on the cover without confirming the information we receive, and the people we receive it from, to the absolute best of our abilities. We stand by the story's accuracy. These sources had verifiable information and asked not to be named for many reasons. For me, in this story, the need to remain anonymous signaled that there was something troubling taking place, or at the very least something worth researching more. As for whether they'll back me in court, they'll never have to. We gave our word that we would never disclose their identities. It's my job to keep that promise, a little something I learned at ULL in broadcasting/media/journalism.
-I can't give myself credit for "net nerd." I wish I could. My editors are some of the wittiest people I've ever met. Christopher Hebert spent six months calling people names - and went much deeper than simple name-calling. If you were a fan of the page, then I'm not sure why name calling offends you, particularly if it's the truth.
-The Independent is an alternative weekly newspaper, not a "he said, she said" daily news source. We try to engage our readers in the issues we're covering. It's difficult, if not almost impossible, to do so without any emotion. Our style may come across as harsh to you, but at the end of the day the facts still stand.

3. I have talked to other mug shot website owners, none of whom will deny that the biz has a shady perception. I never stated my personal opinion one way or the other. Frankly, I see no reason for doing so now. The fact, however, is that BIA misled people when contacted about mug shot removals. Perhaps if BIA had been up front about the "reputation management" fees going directly to BIA, the public might have been more receptive to its model. Maybe not. I won't speculate.

4. You ask how anyone could take seriously what was said on the page. I'm sure many people were like you and didn't put too much stock into the BIA comments. The woman who lost her job because BIA posted her name and work phone number and then called her place of employment, probably cared more than others. Same goes for the man whose bosses thankfully believed him and not the BIA administrator when BIA called his place of employment and tried to get him fired.
-I can't answer any questions on why Facebook never took action or whether there were complaints made. Facebook will not release anything about a page or profile to the media. Not a single detail. If you "distrust" that statement, try it for yourself. I already have.

Heather Miller, you did an AMAZING job... The Independent is very lucky to have you on their team! Best investigative reporting I've ever witnessed! 

As for the information coming out about Christopher Hebert being a sick-minded criminal and perv way before his BIA days, all I can say is you reap what you sew! 

From the day I found out about that site, I said one of the things that I hated most was that it wasn't only the arrested that were being punished. I doubt any school aged kids browse the Sheriff's Dept JADES system to view mugs, but most have facebook and I'm sure plenty subscribed to the BIA feeds. I personally think that being in school and fitting in is enough of a struggle for most children without having to answer questions to their peers about their parents arrest and all the other HORRENDOUS things being said on that site probably by people who don't know the person in the least. I hope now Christopher Hebert sees that his "dream" to torment and ruin the lives of people in our community wasn't a community service and he chose to put his family in a position to defend his actions; the same way many family members of arrestees sought to defend their own. 

BIA was horrible for our community in many ways, actually. Do you think that advertising our "criminals" for people everywhere to see was a boost for our tourism in the area? Not to mention, advertising what upstanding supportive community we live in with the ignorant malicious comments! What about for our youth? What kind of examples do you think we were setting for them? In an age where bullying runs ramped, our adults are obviously worse than our youth! What kind of effect do you think it had on our unemployment rates? Not all of these people were guilty, but thanks to BIA a simple google search of someones name would bring up their mug shot, arrest record, and a host of comments blabbing rubbish about them. I think you should get the picture by now about what a fabulous "service" they were providing. 

And to those who think arrested equals guilty, I pity your ignorant mind. There are bad cops just like any other profession, probably more than any other profession because they are power hungry and want to flex their nuts! All people deserve a fair trial to prove themselves, BIA infringed upon that right by posting horrible unsubstantiated claims about the accused for 40k people to see. 

Christopher Hebert is a sick individual, and he had many opportunities to apologize to people or change the way he operated his "business" but what did he chose to do? Continue making fake facebook fan pages and profiles to harass people. He must be the most miserable low life person on the planet. 

To the people who said he's the type to torture animals and children, prey on women online, create fake identities, and cross dress or whatever he does as "Chrissy"... I agree, and those are precursors/warning signs found in serial killers and other psychopaths/sociopaths. I know he's been unemployed for some time, and he can probably count on that fate continuing into the future. KARMA is what I'd call it! You find pleasure in lying to cause people to lose their jobs, and now you can count on remaining unemployed for quite some time! Especially now that your education background and character traits are out for the community to view! I saw he was arrested for workers comp fraud, makes me wonder if he was collecting unemployment as well while banking on mug shot removals! He would put people on BLAST for child support arrearages, but what is the difference between not paying child support to a woman you are no longer with or just being a bum mooching off of your wife and not contributing to the well-being of your child? NOTHING!!! I've heard from people close to him that he would host BBQs at his house and walk his fat ass around in a speedo in front of everyone: his child, his guests and their children! What a WINNER!!!

Here are the main qualities of a sociopath, I challenge you to find one that doesn't apply according to his actions we've seen and those in the testimonies of those who know him... Anonymous Victim, take notice to #6!

Has no problem lying coolly and easily and it is almost impossible for them to be truthful on a consistent basis. Can create, and get caught up in, a complex belief about their own powers and abilities. Extremely convincing and even able to pass lie detector tests. 

5) Lack of Remorse, Shame or Guilt 
A deep seated rage, which is split off and repressed, is at their core. Does not see others around them as people, but only as targets and opportunities. Instead of friends, they have victims and accomplices who end up as victims. The end always justifies the means and they let nothing stand in their way. 

6) Shallow Emotions 
When they show what seems to be warmth, joy, love and compassion it is more feigned than experienced and serves an ulterior motive. Outraged by insignificant matters, yet remaining unmoved and cold by what would upset a normal person. Since they are not genuine, neither are their promises.

Living on the edge. Verbal outbursts and physical punishments are normal. Promiscuity and gambling are common. 

8) Callousness/Lack of Empathy

Rage and abuse, alternating with small expressions of love and approval produce an addictive cycle for abuser and abused, as well as creating hopelessness in the victim. 10) Early Behavior Problems/Juvenile Delinquency 
Usually has a history of behavioral and academic difficulties, yet "gets by" by conning others. Problems in making and keeping friends; aberrant behaviors such as cruelty to people or animals, stealing, etc.

Not concerned about wrecking others' lives and dreams. Oblivious or indifferent to the devastation they cause. Does not accept blame themselves, but blames others, even for acts they obviously committed.

Promiscuity, child sexual abuse, rape and sexual acting out of all sorts. 

13) Lack of Realistic Life Plan/Parasitic Lifestyle 
Tends to move around a lot or makes all encompassing promises for the future, poor work ethic but exploits others effectively. 

14) Criminal or Entrepreneurial Versatility 
Changes their image as needed to avoid prosecution. Changes life story readily.

It's easy to rebuke The Ind for using anonymous sources - until you consider why the sources choose to remain anonymous, just as everyone associated with BIA wanted to be. In the case of The Ind's sources, its because those people are in fear of what will happen to them for letting the cat outta the bag, and it seems that a lot of folks have been letting Mr. Hebert's cats outta the bag here. Keep checking - that's the tip of the iceberg...just the tip. There is more.

For all the people victimized...please stand together and quit being afraid of being bullied. The bigger they are...the harder they fall. It's time for everything to come out in the wash!

My take on the matter is that BIA may have relied on 1st Amendment Rights to publish photos and names of arrested persons, but their protection stopeds there! They ventured into Incitement by providing a platform for libel and hateful speech which is not protected under the 1st Amendment. This "Digital Age" we are in will certainly test the robustness of our 200+ year old Constitution.

BIA is noW claiming that they are coming back soon. The intend to not publish the mugshots of misdemeanors. Either way, Christopher should be held accountable for his actions. I'd be surprised if he has left his house at all since this article was published.

He is also threatening people with an attorney. But Threats are nothing new to him. He already has insinuated he would visit home-alone mothers in an attempt to intimidate them. My question is.. what is going to happen when this person, who obviously feels he is above the law due to the Laf. PD's refusal to address the actions of him and wife, goes above and beyond just threatening people? What then?

If anyone feels like they are threatened by Mr. Hebert, I'd suggest getting a restraining order. That way if he does come with a certain amount of distance from you, you can at least put him in jail for that.

This is ridiculous for this one person to be able cause so much panic and unrest and fear in this community. In fact, if anyone feels like they are being targeted or are scared, contact me through my website, iamwallisdotcom, and we can all go to the police together and I will assist you in feeling safer from him.

And if the police decide that protecting their own, and their own's husband, is more important than protecting the citizens and people that have already been victim to their actions, then we will go up the ladder and escalate it to the point that it can't be ignored. The law works for us, and it's time it clocks in and gets to it.

So I say this: If anyone is feeling threatened or unsafe because of Chris' behavioral issues and connections through his wife to local law enforcement, contact me and we can go to get you a restraining order against them together. I will film the events, make sure it is well documented, and if he ever comes with the restricted amount of feet to you, he will be subject to jail-time. Not everyone in the local PD is interested in protecting him, I know that much. As far as the rest, the law works for us, and its time they clock in and get to it. But we have to be diligent, persistent and escalate issues when we have to. They would much rather the spotlight of this situation, which is shining on their department, go away and go away quickly.

But Chris won't. We know that by his constant republishing of his BIA page just to incite unrest. So we have to make him go away or feel like he cannot continue bullying our friends and family. And we are going to do it in the legal way. We're going to show him that he is subject to the law, just like everyone else is. And whoever he thinks he knows isn't high enough on the ladder to protect him from legal responses for his actions and hate crimes. At least not anymore.

Christopher had to get a new facebook page. Since most of his friends dumped him and his family disowned and all. Lawyers and litigation? With what money, he's broke! Hahahah! I agree. But many people I talk to still don't feel safe due to Chris' criminal history. And many have gone to the local PD in the past and tried to have charges filed, only to have been turned away and told that the DA says there is no legal footing for anything to occur to Chris or Amanda. KATC confirmed that when I spoke to them.

I'm saying to reassure victims and get around Corporal Mouton's assertion that no "wrongdoing" has occurred, despite blatant evidence that it is, those who are still uneasy about their safety need to go file for a restraining order. That way regardless of what has happened in the past, and regardless of what the PD says about it, these people have a legal standing to not be harassed, online or in person, going forward. After that, any officer that would refuse to take this matter serious due to favoritism or police camaraderie, would be subject to review, discipline and more. And I will attend the process of filing for restraining order's if need be, to film and make sure they are taken seriously and to have evidence of it being on file, in case it is "lost" or whatever other possible scenario could arise.

Thanks for the profile link. Good to know what he is hiding behind these days. Apparently he now lives in Cut and Shoot, Texas. Should have been Cut and Run. :)

Wallis, you have hit the nail on the head, if we can't stop this man from making a mockery of public info act, then it is a pretty sad world...He talked about character today on busted in acadiana, i'm sure he will show his true character when he republishes the sight and tries to ruin the names of those who stood up for what is right...maybe I am wrong, and he will bring it back and just publish criminal records, without all the extra drama, but from what people have said about him, i think there is no chance of that happening. As far as the police department goes, they were emailed the threat he posted today to bust people on busted in acadiana, let's see if they do anything about it! The amendments can only protect you for so long before it crosses over to cyber harassment.

Unfortunately, I noticed today that it looks like the facebook page is back in business. https://www.facebook.com/BustedInAcadiana What needs to be done to shut it down for good. It says it joined FB on May 2011.
