No word yet on Williams’ fate at UL

The pressure is clearly growing on UL Lafayette to review the work Chris Williams has been doing at the university since he first secured a full-time job as a political science instructor in January 2008, thanks to Ray Authement — a move pulled right from the good ol’ boys’ playbook that the former president shamelessly tried to pass off as an emergency appointment. Authement hired Williams just as he was leaving the Lafayette City-Parish Council.

In August 2008, Williams was transferred to the UL Department of Special Services, where he now works full-time as a counselor. The Independent Weekly first uncovered outside work Williams does for the Lafayette Housing Authority and the nonprofit community group SMILE.

And while UL President Joe Savoie would not comment on Williams’ future, he did confirm that an inquiry is under way.

“The university is working with the [Louisiana] Legislative Auditor, reviewing all relevant records,” Savoie says. “When that review is complete, we will respond as warranted. I can’t move until I know what reality is.”

All full-time UL employees are required by the UL System policy to annually disclose any outside employment. The form requires employees to report the name and address of the outside employer, a description of the activity and whether it presents any conflict with the employee’s duties at the university or government code of ethics.

On his July 2010-June 2011 disclosure to UL, Williams noted outside work with a time commitment of 0-20 hours per week with the Lafayette Training and Career Development Center, depending on “if company has a contract.” He identifies LTCDC as a “non-profit since 1988.”  LTCDC is his company.

What he failed to report was that the LHA contract required him since late 2007 — not anyone else at LTCDC — to work 40 hours as a case manager for the federal Disaster Housing Assistance Program. On his disclosure form from the year before, he only noted working “evenings/weekends.”

Williams’ LTCDC, which signed another contract with SMILE in January, took in $172, 200 in grants for the fiscal year ended Sept. 30 and showed $175,000 in expenses. In 2008, the training center reported $89,000 in grants and $75,000 in expenses; in 2007 it had $68,000 in grants and $68,444 in expenses. The bulk of the expenses are classified as "program expenses," though there is no breakdown for how much of the money goes to salaries. With his UL salary of $41,000 (plus $2,000 each semester for teaching a night class), DHAP contract and SMILE contract, Williams was bringing in about $200,000 a year.

In addition to Williams, other case managers on the DHAP were Beatrice Wilson (aka Porsha Evans), Charlie Esie, Linda Jefferson and Myra Parker. All were dismissed by LHA’s board last Friday, their contracts canceled. Also earning money on the program were Gwen Angelle, who provides accounting services and Susie Senegal, an intake specialist, according to LHA Deputy Director Jonathan Carmouche, who collected extra money by inspecting homes on the DHAP (and other LHA programs). Carmouche was in charge of the DHAP.

Both Angelle and Senegal have been retained, confirms LHA Executive Director Walter Guillory. "Gwen has been retained to continue her function as an accountant. Her function of providing housing payments to the landlords on behalf of our participants has continued as well as she is assisting in reviewing participant files, contacting clients as a follow up on behalf of their needs assessments and other various functions weekly." Williams says Senegal continues to work as an intake specialist. "Her function as the intake specialist has remained the same in addition to other functions of contacting clients, reviewing files, and performing follow up calls on behalf of their needs assessments." Angelle’s hourly rate is $15.60, and Senegal's hourly rate is $12.70.

Ms Turk, again, I applaude your good work in exposing what I am coming to grips with as a crime spree by these officials. Your investigative instincts and the tenacity with which you sort through this mess is exciting. It is refreshing to know that you are hold these people accountable.

Yes, Leslie Turk has gone where no other media dared to go. It is so disappointing that UL is still playing all these political games. Some supervisor at UL had to be signing off on Chris Williams timesheet. That supervisor had to know Chris was never there. Who ordered the supervisor to OK paying "Dr." Williams? Let the investigation continue.....

Given what has transpired, someone needs to take a close look at who was receiving those housing payments and whether they are legit. Seems like this is where there was opportunity for fraud and collusion. Might be some make-believe refugees or make-believe houses, or a combination thereof, hidden in the bowels of the DHAP files.

I really don't know why ULL embraces this clown. Its not bad enough that he defaced the dias while a councilman, but now this. What does it take for ULL to get rid of him? Andy would know...Now the FBI is involved, perhaps he will get jail time, along with all the other people ripping off the taxpayers

I would rather see restitution paid vs. jail time or BOTH vs. just jail time. You can read about the Chris Williams' all over the country from Cali. to NY; but, it seems they never have to pay restitution. Give me $500,000 and I'll spend a year jail. Where do I sign up? Non-profit = hidden money on the Profit and Loss statement. Take Country Cuisines p&l and see how much "advertising" they do. I'm sure you'll find alot of monies allocatated to particular category on the p&l; but, can he prove it? LOL! I think not! I wouldn't doubt if his (Chris Williams) restaurant is for money-laundering! LOL!

If I call queenbee, for example, a high end prostitute (sort of like the kind of whores Senator David Vitter frequents)-and, if I ask Ms. Turk to print it and do a story on it-shouldn't Ms. Turk check my background to see if I am not a pimp-a pimp who is trying to take the spotlight off himself? Even though it is proven to be true that queenbee is a prostitute-I should be looked at.

Same thing applies here. Even though Williams and crew are found guilty as a result of Mr. Hardy's inquiry, does that mean Mr. Hardy gets a pass on a tax cheating investigation.

NORTHSIDIAN SHOTGUN, I know you are frighten because your candidate representative Mr. Hardy, and US senator David Vitter will suffer the consequence of their slickness during their respective future elections. Also, cool it with the race bating. I do not have homies and I don't frequent the blvd. David Vitter frequents the blvd, however.

You have to admit that if the University Street and Evangeline Thruway I10 exits were developed, north Lafayette economic development would improve exponentialy.

Imagine, if you will, Large hotels and shopping centers from I10 University all the way to USL.

Imagine, if you will, I10 Evangeline Thru way all the way to the Airport with large hotels and shopping centers, cultural centers, etc.

That will not be accomplished with representative Hardy because it will require him to work hard. You see NORTHSIDIAN SHOTGUN, Mr. Hardy would rather distract you (remember, he's slick)rather than do the hard stuff.

It's hard work being a State Representative.

Laf CA, there are large investment corps in CA who invest in communities like Lafayette. Some have already... Why don't you get off the computer, put your walking shoes on, and convince some of those business guys why they should invest in the area you mention? YOU CANNOT LEGISLATE investment in the areas you name. You have to convince people why they should. You talk the talk, now walk the walk.

That's not true BoFred.

Mr. Hardy can call a meeting with these large corporations, with the city and parish leaders, with our state senator, with our us senator, and other organizations such as board of regents and explore options with regard to economic development of north Lafayette.

After agreeing on an economic development plan, Mr. Hardy can then go to Baton Rouge and push the kind of legislative incentives that will attract these large corporations.

But you see BoFred, that's too much hard work. It's easier for Mr. Hardy just to seek out bogymen and keep your attention away from him.

Remember BoFred, Mr. Hardy is a master of deception. He's slicker than the oil in the gulf.
