Description: This vacant lot sits between two other empty tracts along South College Road, adjacent to a small row of new industrial companies and near a small industrial complex.Though the listed owner is WPM Exploration, the sign on the property indicates that the land might be available for lease through MPW Properties. Online searches show that WPM and MPW are both owned by William Mills III. Mills did not return a phone call to his office at MPW Properties.

The state law mainly relies on the honesty of landowners who claim that there is some type of agricultural activity on their land in order to pay extremely low property taxes. Exposed:

1. 1900 Kaliste Saloom Road (corner of Kaliste Saloom and Camellia Boulevard)

• 13.5 acres

• owned by Parc Lafayette developer Glenn Stewart

• paid $42 in property taxes in 2010

• lost ag status for 2011 due to breaking ground on development

2. 3100 Ambassador Caffery

• 11 acres of forested land

• owned mostly by members of the Arnould family

• paid $28.69 in property taxes in 2010

• lost ag status due to The Independent’s investigation

3. 200 Alleman Drive

• 8 acres of undeveloped land with a residential building using city services

• owned by attorney Greg Logan

• paid $17.41 in property taxes in 2010

• lost ag status due to The Independent’s investigation

4. Dover Boulevard, behind Southbrooke Business Park just off Ambassador Caffery

• 7 acres nestled between prime commercial office buildings on the southside of Lafayette

• paid $20.44 in 2010 property taxes

• owned by Dwight Andrus Jr.

• lost ag status due to The Independent’s investigation

5. Lafayette Golf Academy Inc., 2231 Kaliste Saloom Road

• 13 acres total, with a small corner of the property classified as farmland

• paid $1,215 in total property taxes in 2010: $1,205 for commercial use and $10 for the portion of land that’s classified as agricultural use

• owned by Thomas Becnel and Patrick Gros of The Becnel Company Trust

• ag status unknown

The issue here is simply that not all properties are assessed on the same and equal bases. The change is a state constitutional one. Ag property is tax at its “income” level as agricultural lands, regardless of location (in the middle of town or in the country), all other property is taxed at “market value”, regardless of its use. There needs to be one property tax policy for all. Regardless of who you know.

This city & parish could probably reduce reduce taxes if all where assessed properly. But of course our esteemed Assessor would never do that!!

It is not Connies fault, higher up the powers that be are protecting those who throw them their leftover scraps..

You guys are mad at the wrong people. It's not Conrad or Mr. Mills. What they are doing is within the law and has been in practice for generations. This is everywhere and is used on literaly thousand of tracts of land and millions of acres in La. I would do it, in fact my family does, and I bet you would also. If you don't like it, and I take it from your comments you don't, don't blame them. Contact your legislator and tell them.

Tim, I disagree with you! Didn't you read the list of property that was incorrectly taxed as agriculture land? Come on man, it's b.s. and you know it! Why are ya'll all afraid to ruffle the feathers of the power elite? The Ind. is pointing the light on this dark issue. It's just like you and your issue with the low rent properties. Instead of blaming the ones taking advantage of those rules? Why, don't you go to your legislator and tell them? Now what say you Tim?

Micheal: your partially right, I am a little afraid of ruffling the feather of my friends and family, many of which, including myself, benefit from this policy. But I hope that you will recognize its not easy to support public policy that ask for equal treatment, when your friends and family know it will cost them money. Ask any of my friends, beleive me they are tired of hearing it. What I have been trying to do for the last 15 years is convince the public that this is bad public policy and law. I have raised this issue with every politician I have spoken with, from Romer, Foster, Blanco and Jindal and every legislater who would listen. And this newspaper. I don't focus those who take advantage of a bad law, by saying the are dishonest, because I don't know that. I want to keep the discussion away from personal name calling. It confuses the issue. The issue is a bad law, which sets up the ability of politicians to do favors and thus potentially breeds corruption. So I hope that you will excuse my tactic if it is not the same as you employ. Lets unite on changing the law, your way, my way, either way, any way. If we do, the results will be the same.

and not sure what you mean by "your issue with the low rent properties", but if your referring to renovation of Laf. Wholesale, my issue there is the same as here. Equal treatment under the law for all people. Not subsides for some as decided by some group or politicians.

Now, we are getting somewhere, maybe through different avenues, and surely with different means of getting to the point
But, thank you Mike M. and Tim S. wrong cannot be righted in a day, or by one person, or by one vote. Nothing ever is changed in a day especially those certain laws which have been in place for years to benefit a select few, but one by one, by whatever means, as always two or more voices gain more attention than one, better yet, many voices reflect many votes and that is what it takes for change.
Remember the powers that be vote to please those select few who prop up their personal bank account and their campaign chest, that is why " Equality doesn't exist in this world....
If you want equality and rightousness in life there is a price to pay, "If you want to go to heaven, well then you have to pray. " Greed is as debilating as Cancer, but in a different manner, as it destroys ones fiber, and still 'Cancer may be overcome and beridden, where those inflicted by greed nevah recovah, they just die and go to hell, the only thing going for them is that they will get to spend eternity with their inbred familys and friends !
So, one has the choice of living in hell and staying in hell, or one can enjoy heaven, and they are available to all, but only here on earth.

I just want to publicly thank the Ind. for outing those who take advantage of the loophole in the Agriculture portion of property tax laws in this area/ Now one bale of hay does not quality in my book as agriculture. It just pisses me off that the current Assessor is a lover of tax increases! And he could actually get more money if he did the job people elected him to do. And, does anyone one have any idea why the Republicans in this town love tax increases and toll roads? I always remember the saying "FOLLOW THE MONEY"! Then you will understand. That is why, the cliques stick together to stick it to us!!

The ag law is absurd. To have X acres of land which obviously isn't being used for Ag purposes are cheating the system. ALL property should be taxed as at least residential if said property isn't being used for Ag. Take for example the wooded properties than line Kaliste Saloom. 20 acres paying pennies on the dollar for taxes, no lumbering of the property but able to sell it for commerical value. While i do believe in large tracts of land being held by individuals, at least make it be used for the status its labeled as. If not, then pay the residential tax on it..or come up with a better plan

Laws are enacted by the same LAW Breakers that skirt the laws, these laws are intended to connect and control all the middle class working peeps just as the taxes on the agr land is nevah in the middle class ownership, therefore the tax laws are nevah enforced, the inbred peeps vote these laws in with loop holes for future dodge holes to protect those same elite peeps who support the inbred politicians and their offspring.
This is under couil.Set. No. 4 of crimes against humanity!
