The photo depicts a rock and sand barrier that effectively plugged a 700-foot gap on Elmer’s Island, near Grand Isle. For more info, the New York Times has an article discussing the pros and cons of the sand bar barrier.

I am all ears wanting to hear what the New York Times has to offer Louisiana, in the way of advice on how to go about protecting its wet-lands coastal region, the next one to stand up offering advice is a professor from LSU, the mistake BP made from the outset was in not recruiting the commercial fishermen and charter boat captains, the people with knowledge of tidal movement, gulf currents and the passage of water flow into the marshes... Like it was pointed out in other posts, BP is an Oil Operator, with none or little experience in containing or cleaning up an oil well leak, especially one of this magnitude and at this depth, and this fact is certainly coming to light.
