Ariz. company gets nod for LCG GPS contract

A review committee has recommended City-Parish President Joey Durel award a $390,000 contract to provide GPS monitoring of city vehicles to GPS Insight of Scottsdale, Ariz. The committee conducted a thorough review of the 23 proposals sent in by companies vying for the contract, scoring businesses on a percentage basis through reference checks and how well they matched all the criteria set forth in a request for proposals put out by LCG at the beginning of the year.

In her memo to Durel, committee chair Tonia Khosropour listed the top three vendors and their scores. GPS Insight ranked first with a score of 89.4 percent, followed by WebTech Wireless of Burnaby, British Columbia, with a score of 89 percent, and Lafayette's Acadiana Monitoring Services, which scored 82.4 percent. "The committee feels that GPS Insight best meets the system functionality and requirements of LCG," Khosropour wrote.

As with all professional service contracts, Durel now has the final decision, and can choose to award the contract to any of the committee's top three recommendations. 

Durel made equipping hundreds of LCG vehicles with GPS tracking devices a priority in his 2009-2010 budget. Citing examples from other cities, Durel says that closely monitoring city-parish vehicles will result in big fuel and overtime savings. LCG originally put out the RFP for the contract last August, and received 12 proposals. However, because of some council opposition on the issue, a decision was made to cancel the original RFP and draft a new proposal requiring less of a long-term commitment from LCG.

Is LCG on some kind of end-of-year spending spree? Do they do this every year and I just never noticed before? Or is this year special for some reason?

Give it to the local company. If you're going to spend the money anyway, money we don't even know we're going to have, give it to the local company.

Seems like a lot of expense when all is needed an audit of usual and customary mileage and time audit. Make the supervisors do a time study on its employees from afar. Aren't they supposed to supervise? Not saying to do it always but an unannounced descrete time study of how its employees tackle job tasks seems reasonable to me.

I never fully trust the bidder. Their glass is always half-full. I trust the references - especially those that have a couple of fiscal years under their belt. They can't and won't sugarcoat the truth - And they have nothing to gain by your decision.
