Former fisheries official Mouton indicted

henry_moutonHenry Mouton, a Lafayette resident and former commissioner for the state Department of Wildlife and Fisheries, has been indicted by a federal grand jury in New Orleans on bribery charges, according to The Times-Picayune. Mouton is accused of accepting half a million dollars in bribes from a landfill owner in exchange for helping keep a rival landfill closed. Mouton’s alleged co-conspirator is not named in the indictment, but the T-P notes that the feds raided the Gretna offices of River Birch Inc., calling the raid “a clear indication that River Birch is a target of the federal probe.”

Mouton is facing charges of conspiracy, receiving illegal payoffs and making false statements to federal agents. He is the brother of former Lafayette attorney F. Ray Mouton, who represented the Lafayette Diocese and pedophile priest Gilbert Gauthe against sex-abuse charges in the mid 1980s.

Coincidentally, Henry Mouton had a lunch meeting Friday on an unrelated matter with Independent Staff Writer Heather Miller and photographer Robin May. During that meeting former Gov. Mike Foster, who appointed Mouton a Wildlife and Fisheries commissioner, stopped by the table to greet Mouton.

When The Ind learned about the indictment about an hour later, Miller called Mouton for comment, and when she broached the topic of The Times-Pic article, Mouton said, “I have to go” and abruptly hung up. He has not answered subsequent calls.

It's about time! Hank Mouton is as corrupt and elitist as one can be. He is so pro Bush, Cheney, big business, Piyush Jindal, and all the working class be damned that he needs to be taken down much more than a peg or two. I understand the charges filed against Mouton are extremely serious, and I don't want those allegations to be discounted. In observing the mugshot in the above story, my biggest question is... "Did he cut his own hair?"

This is just the tip of the proverbial iceberg. A little digging into Mr. Mouton's dealings with the BP spill will uncover more of the same. The only difference is that he was not an "official" politician at the time. He's for sale to the highest bidder. Until LA purges politics of these money hungry pseudo-politicians, the environment and LA taxpayers will ultimately pay the price.

Hey Parish Pal, sorry for the oversight, he was named to his position by a politican. Not the same thing, but it is another example of abuse of power in this state. I understand that he is innocent until proven guilty, let's just hope that he didn't keep the cash in his freezer. Everybody know that is the first place they check.

Any government official who is guilty of corruption and bribery should be considered treason and prosecuted to the fullest extent of the law.

There is only one thing Henry is about, and as a "proud republican" you should be the first one casting stones.

Republicans want to claim that ANYTHING the government does is wasteful. But here we have it, the very scumbag reason that government is wasteful and you're going to pray for him?

These comments are ridiculous. Although I fully advocate one paying the price for their actions, it is extremely unfair and inappropriate to condemn his wife and children like that. I'm a personal friend of the Mouton family, and I know for a fact that his wife and children were completely unaware of any such illegalities. HENRY Mouton's family only deserves our prayers, and certainly does not deserve to see such inappropriate comments regarding their father, as well as the disrespect towards them displayed in a few of these comments.

Most all criminals have family who are innocent and suffer the shame of association in the end. It is unfortunate that criminals just don't care, or at least, not until it's too late. I'll take your word on the wonderful and innocent family; God Bless Them!! Mouton has been, is now, and most likely always will be a liar, a sneak, and a thief. As for his family, Hank Mouton made the choices that caused him to be revealed to the public as the low life he truly is. Hence, it is hard to imagine living with a despot and to not know that he is a despot. His family, though possibly innocent of any wrongdoing, must reap the rotten fruit of his trees of choice. For so many to negatively comment on Mouton's lack of character lends much credence to the accuracy his indictment.

Cudos to BW for presenting another side to the story. It is so easy for one to cast stones while often living in a glass house. If only these stone throwers would realize the pain they too are causing the innocent members of this family. None of us know the true story of what happened in the River Birch saga until those participants are proven guilty or innocent in a court of law. I too have been a friend of the Mouton family. Henry's wife has impeccable character,knew nothing of this situation, has contributed much to the Lafayette community and has been a driving force behind the cure for Juvenile diabetes both locally and on a national level. Both of the Mouton children have this insedious disease which can be greatly effected by stress. Please pray for this family as well as for the stone throwers.... that God will help them feel empathy for this family so they may lay down their rocks.

Some very sad, sick and ignorant people in our community posting here. Henry Mouton is a fine man, loving father and considerate, concerned citizen. While shocked by the indictment, I am proud that I know him and am happy to call him a friend.

You internet trolls probably won't accomplish half the decency of the man you condemn in your lifetime. Do yourself a favor and contribute more to our community than hate and vitriol.

I too know Henry Mouton and also wondered how he always was in an elite group and non one really knew what his occupation was. While he is a nice guy on a personal level I would hope that the allegations are not true but fear that they are. If you Google "Henry Mouton" you can see the official docket that was filed. The prosecution has gone back 4 years and listed every check date, check amount and check number that he has received. And folks, we're not talking about 5 or 6 checks. Well over 50 checks were written in that time period from $500 up to $18,000, so someone did their homework before filing this. There was also a fax recovered from Henry to the company paying him off explaining how to cover this up. With the FBI involved you can bet that they have turned over every leaf and may make an example out of a public figure.

Henry for your sake I hope this is a big misunderstanding but that much evidence doesn't lie. Good luck to you and your family during this time.

We all have a tendency to protect and shield our friends and family members in situations such as this, " Moreso, when one of our flock has been caught with his hand in the till, it sort of tells us that we ourselves are "SO lucky we have'nt been exposed ourselves, for there are many Henry Moutons, this is obvious by the goings on in this community, those are those who have lived the large life from the illegal gleanings allowed them by "Crooked Politicians and Corrupted Companys, corrupted by those elected to political office and by those appointed to a political post, these elected officials, in return for favors such as financing their way of life and their ambitions/goals to enrich themselves at the expense of the working mans labors.

Funny, but here you have a rich white guy who is indicted and nary a single adjective or adverb to describe Mouton, yet a black official, with not one charge against him, and Turk wants to hang him in the gallows. Mouton might well be innocent, but the Ind should show the same respect or caution when dealing with officials of color as they do with white ones.

I doubt it.
Anyhow, first off, let me say that I consider Henry a friend. Time will tell if these charges are true, but it certainly does not look good for Henry.
But for what it's worth, no one act defines a man as good or bad. To people in the business of funding a cure for diabetes Henry is a hero, if you're on the bad end of this story, he's a scumbag. I get that.
But, everyone, bad guy or good buy, criminal or saint, has a family that loves him and depends on him, so cut the Mouton family some slack. They have done so much for Lafayette, they deserve that.

IICAT -- if Henry is found innocent why should the media apologize? for what? for reporting an indictment that was handed down involving an alleged theft of $500,000?

What About -- something tells me you work for the company Henry is alleged to have lobbied against.

No theft occurred or is alleged to have occurred. As the indictment reads, Henry is accused of receiving consultant fees from a corporation in competition with a landfill Henry advocated against. Henry did not disclose this relationship to the governmental agencies he openly contacted, and presumably used his appointed position to influence the agencies he contacted. Further, he is accused of lying to the FBI about receiving fees from said corporation for purposes of influencing government agencies to keep landfill closed.

There are no accusations that evidence a deliberate attempt by Henry to conceal the monies he received in a freezer or offshore bank account, or that he contacted the govt agencies "off the record.". Thus, there could easily be a different side to the story which could tell a very different tale. In the meantime, it is way too early to call him a scumbag and insist on his guilt.

He didn't steal it. He earned every penny as a "thug" for Riverbirch. But, he did forget to report a large amount of it on is income taxes which the government felt was evidence if him trying to conceal the earnings.

And, remember - the government said he "LIED" to them. Another crime! Just ask Jim Brown.

But, he won't spend a day in jail. He's negotiating a deal against EVERYONE else. Afterwards - he's gonna move out of the country. I think France.

They were also giving campaign contributions to straw campaign contributors - read Number 74, 75, 76 - Letten has a fax where Henry says they are gonna "disguise the campaign contributions". And, they have the money trail and check numbers to show that he did just that. Took one check and traded it for another to disguise the contribution to the candidate. Wonder which congressional candidate that was?


Wonder how Henry and the co-conspirator are gonna explain that.

I appreciate The Independent keeping focused on corruption and crime. Too many of our reporting papers ignore this. Mouton is entitled to presumption of innocence. Vilifying his wife and children is small, mean-spirited, and cowardly.
