Cravins’ foes go for jugular

Reggie Tatum wasted no time retaliating against the person he thinks was responsible for removing him as mayor pro tem of Opelousas after Tatum blew the whistle on questionable city contracts.

On Friday District Judge Donald Hebert reinstated Tatum as mayor pro tem, saying a revised June 14 meeting agenda failed to adequately alert Tatum of a discussion and vote on his removal. It was Mayor Donald Cravins Sr. who asked to add the item to the agenda, and Cravins who broke the tie vote to remove him. Actually aldermen Julius Alsandor, Louis Butler Jr. and Jacqueline Martin voted for Tatum’s removal, and the three remaining aldermen (yes, there are six) abstained.

Tatum’s return to the post was a political blow to the former state senator turned mayor, but Tatum wasn’t done after Friday’s ruling. He teamed up with three of Cravins’ other adversaries, state Sen. Elbert Guillory (whom Cravins now says he may oppose this fall), state Rep. Rickey Hardy and Opelousas Alderman at Large Joe Charles in asking U.S. Attorney Stephanie Finley to investigate the city in the wake of a troubling state legislative audit of its operations and those of the Opelousas Housing Authority. The audit is already in the hands of DA Earl Taylor and the state attorney general.

“We have identified a pattern of illegal behavior for both governmental units and involving many of the same persons, with the same person directly in control,” the four men, who make up a self-appointed task force looking into problems with the local housing authority, write in a letter to Finley. The housing authority is already under federal investigation.

The task force expanded its scope after the state legislative auditor released a compliance audit of the city’s operations earlier this month. “All of the audits and investigations reach the same conclusion: Opelousas City Government and the Opelousas Housing Authority have become dominated by illegal practices, driven by politics that are costly to taxpayers,” they added.

The task force members reiterate troubling findings of the legislative auditor’s report on the city, including felony theft of scrap metal sales, a common practice by the mayor of granting fee waivers for city workers and friends to use public buildings, bid law violations, lack of a competitive selection process for contracts and no written contracts detailing the duties of several people receiving monthly retainers.

The task force, however, says it has identified problems the state auditors missed, including a no-bid contract awarded to Tibberly Richard to develop a website for the city. “After several months of payments and no work, the [aldermen] rescinded the contract and directed the City Attorney to recover the funds. The aldermen also discovered that someone else built the website,” they wrote. Tatum says it was he who began questioning Richard's contract, one the main reasons he fell out of favor with the mayor. Tatum says he asked a representative of the company that built the site if Richard was doing any work on the site to justify getting $800 a month. "When I told them she was getting $800 a month, they were in awe," he says. "The lady told me they had to show her how to turn on the computer."

In a phone interview with The Independent several weeks ago, Cravins said it was the city’s comptroller, not he, who hired Richard for the work. Richard also was contracted to do work for the OHA, and those contracts were questioned by legislative auditors as well. The housing authority hired Richard’s Vital Communications to develop and publicize what was called a “Pilot Program for Homeownership,” paying the company $73,335 in monthly installments from December 2006 to October 2009. An addendum to one of two contracts with Vital indicates one was implemented retroactively, the auditors pointed out. Vital Communications also used a housing rental unit as its office — without HUD’s approval.

Cravins said he had nothing to do with Richard getting the work at the city or the housing agency. “Absolutely, unequivocally never even mentioned her,” he said.

The task force also alleges that city grants and loans were made in exchange for kickbacks and maintains that an alleged victim, Cora Isaac, is willing to cooperate with federal investigators. It also claims city employees close to the mayor are paid a monthly vehicle allowance and given gas cards.

The mayor did not a return phone call seeking comment for this story.

If you fight him, and you are white, he throws up the race card calling you racist. I guess the only thing savings Tatum is that he is black. Cravins is a thief, no questions, just hides behind his race to save is a$$. There are lots of good people in all races in Opelousas, but if you don't agree with Cravins and you are white, you are automatically racist. Bad Deal - will just get worse until he is stopped.

It's time to get the Cravins Clan out of power in St. Landry Parish. That family seems to think St. Landry should be a monarchy instead of part of the Republic. Proof is definitely in the way they've treated that Senate seat. First Sr. until he was term-limited, then Jr., then they ran Mom Cravis.

Hopefully Guillory and Tatum can represent new, reformed leadership in St. Landry Parish.

Good reporting!! The poverty pimps of both Lafayette and Opelousas would have huge sums of federal funds building "sustainable" housing from Lafayette's "inner core" and all the way up to Opelousas. What is happening in Opelousas at the political level and at the OHA is very much connected to the LHA and our politics; make no doubt about that!! We MUST RESIST federal dollars and the strings attached to build high density slums in downtown Lafayette and along the I49 corrider. KEEP REPORTING!! and a big THANKS!!

I never thought I would see the day when the Independent would submit to the tactics of The Advertiser or the Daily World. I am ashamed and somewhat saddened that you are no longer the independent paper you once were. Your prior investigative skills, had they been employed, would have made you aware that the persons, self installed to character assassinate, formed their group solely to spread exaggerations, misleading half-truths, and manipulate facts; this to present an untrue character picture of Cravins. Their mission is to ensure that carefully placed words and continued coverage by the newspapers might inundate the unwary reader. Their final dreams: all readers privy to the newspapers might eventually reflect and mirror the committee’s vindictive spirit; all in the hopes of Cravins' rejection by his community, family, or members of his work environment.
With the exception of a few obvious and frequently verbal individuals, the media is playing into the hands of this self made group. But, the outcome is proving to have the opposite desired effect: the garnering of support of Cravins in overwhelming numbers. Thankfully, the majority are intelligent enough to see 'through a glass darkly' – through the ruse so artfully crafted.
Because of the almost daily media onslaught of information highlighting this matter (which would lead many to raise an eyebrow, in and of itself, given no new information has yet surfaced within these articles), I have reviewed several audits on the Legislative Auditors website and would like to note to readers that the legislative auditor interprets financial standing and provides information on emerging risks - these to, among others, ensure standards are applied where risks are noted.
Additionally, to come to some understanding of what exactly is being played out, I have also discovered that many city and parish governments have had the same types of discrepancies noted within the City of Opelousas' budget. YET, they have not been subjected to this type of 'favored' media coverage.
Two of the many purposes of an audit are to enhance the degree of confidence of intended users in the financial statements (a) by providing an opinion on financial matters and (b) recommendations on correcting problems which might otherwise weaken the entity. The Legislative Audit seeks to find ways “to improve government and identify critical issues to protect public resources and tighten government control systems while providing fiscal advice and other useful information to government entities.”
Finally, four (4) ethical points for journalists:
“-Practice transparency, the good kind.
-Watch out for drive-by assassinations by anonymous or erroneous quote or ill-chosen word.
-Consider the stakeholders
- And decriminalize corrections at newspapers and perhaps at other media, as well.”

Might I add to "to improve government and identify critical issues to protect public resources and tighten government control systems while providing fiscal advice and other useful information to government entities.”...this is done so that existing management might close loopholes, tighten security, and change policies and practices where before management and departments within government may not have known that weaknesses existed. As a formet auditor myself, the bottom line was not to crucify management, but rather advise, per standards, on recommended changes for a stronger entity.

A Legislative Compliance Audit presents the findings and recommendations as well as management’s response to the audit.
The Compliance Audit is usually intended primarily for the information and use of management to determine whether the entity is utilizing the resources and safeguards to the best of its ability and conforming to conventionally accepted standards of best practices.
Compliance auditors also respond to allegations. There appears to be legislators involved here; so know that a legislator can make an audit.
While compliance auditors are well-trained, and they are tasked to address financial matters - not legal ones of the entity.
The cover letter attached to the City of Opelousas' Compliance Audit Report is no different from most standardized letters attached to compliance report findings.
The City of Opelousas' Response is also in line with how other entities respond: that is instituting methods to address the recommendations.

1. R.S. 38:2211 defines public work as “the erection, construction, alteration, improvement, or repair of any public facility or immovable property owned, used, or leased by a public entity.

C. Procedures R.S. 38:2212
1. There are no statutes governing public work contracts that are less than $150,000. However, the Legislative Auditor recommends that for any public works project in excess of $25,000, the governmental entity use a RFP process and/or solicit at least three bids.

Guillory and Tatum- new reformed leadership... Surely you jest! And obviously you don't live in St. Landry. All public officials should be judged on their own merit not their last name. Cravins, Sr. was an effective legislator- he was the first minority senator outside of New Orleans and Cravins, Jr, did a lot of good for kids in St. Landry and Lafayette in his fight for autistic kids. I apreciated their service. it is too bad all this foolishness is so public.

based on merit, Bob, i find that Guillory and Tatum both try to help people. Cravins doesn't even return his phone calls. Tatum was named Man of the Year for his help with Katrina evacuees. Rode in a dump truck to help rescue elderly during Gustav. Cravins couldn't be found to sign off on ice and water.
